so what is/are the rule(s) on doing engines? I have heard its a huge fine if you are caught doing it, yet I see other detailers offering it. I am talking about mobile detailing at the clients house, or in an office area...

I choose not to do engine detailing beyond a wipe down and dressing of the hoses etc. All of my customer's understand my reasons why I do not detail engines. Mainly, I am concerned about being liable for engine damage resulting from water, the other reason is the one you have just brought up.

There is nothing special about detailing an engine as compared to the car, as long as the engine isn't leaking oil or something. It's just a build up of dirt along with some small fuel/oil vapors that happen to latch onto things and cause buildup. This is the same buildup that occurs on your tailpipes that you wash.

You are not causing any more harm to the environment than you are by washing an undercarriage of a car, wheel wells, exhaust, etc.

Leaky engines are different stories.
