I find "streaks" are actually just a result of incomplete cleaning.
For example, when you wipe a heavily vinyl-gassed/hazed window, and get streaks, its not really from the cleaner per se (I use Invisible Glass), but its actually you "pushing around" the haze.
The only way to combat this is to get something that can cut through the haze with ease. The only thing I've found that does this is vinegar (diluted). Tinted windows are obviously easier to clean (tinted with tint film, that is)... so if its just a "naked" window you can also combine vinegar with a mr. clean magic eraser to up the effectiveness.
