Does the PC 7336 rotate 360 degrees? Or back/forth motion?

I'm confused, does the pad on the PC rotate 360 degrees and rotate off axis for the orbit? Or does it shake back and forth?
 
you've pretty much described it... :D

I can rotate the spindle by hand (with no pad on) but just as I turn it off to remove it from the paint after working a product, I can tell it seems to be oscillating.

So wait, which is it? Does it rotate 360 or move back and forth when running?
 
No, it rotates off-axis. And the pad can spin freely on its own axis. That's how it is random because of one forced off-axis rotation and one free (variable/random) on-axis rotation.
