What can i do for the bumper on this geo?

That gray plastic bumper is the worse possible thing that car manufacturers put on their vehicles. From my experience, there is no way to clean/shine/dress it to look good. There is a reason they do not paint them. They are cheap.



There are some plastics that I have not been able to clean and dress, but a simple AIO or glaze can transform them back to new. Just drop the RPM down to about 1000 or so and work it in. I'd try it on an inconspicuous spot first as polishing plastics can be difficult.
 
Take it out and repaint that one . No way you are going to make it look better any other way.

You could paint it like someone else suggested.



Automagic bumper gel will bring back the color and shine. It'll last a few months before another application is needed.
 
Well if this is a paid detail I would think painting it is out of the question unless the client is willing to pay appropriately. I would start by cleaning it with an APC and a soft brush then go from there. Is that smooth plastic? If so you could remove the oxidation like Todd mentioned. I've done it a few times to smooth plastic mirror housings that have faded using my PC and something like Speed Glaze. If it's textured you could use a trim dressing like Back To Black applied with a foam paint brush. Good luck.
 
In the picture the bumper appears to be textured plastic. I would not use a polish made for a painted surface. As stated above, clean it well with APC, and apply a heavy vinyl trim dressing. I recommend Hi-Temp's Molding and Bumper Renew. It will restore the black look to the bumper and last a while since it is solvent based.
 
I'd clean it with alcohol to strip anything off of it and use black wow on it to bring the black back to it. A bit expensive but worth it.
 
Trim Dream or Permagard Severely and then a few coats of Nyalic clear laquer

That will make it look painted
 
Trim A shield is something I'm tinkering with

At the moment I only have the clear one which can go over any colour

The trouble I'm having with it on occasion is it turning white
