Dealership vendors.. need help getting started!

I've been doing touchup and buffing for a company for quite some time. now that my contract is over, im thinking about starting on my own path. i have a few questions...

1. If i get the accounts i have now to stick by me, can i get into any legal issues? i gotting these accounts by myself working for this company and i think its fair to keep them for myself.. i live in cali where theres a non competition law i believe.

2. What kind of insurance would i need? How much would it cost? Would i have to register my vehicle as a commerical vehicle or it doesnt matter?

3. How do i bill them? Do i need them to fill out some paperworks or anything? Do i just send them a monthly bill? Definitely need some information on billing. Any programs that are good for billing and printing stuff?

If you're doing work for a dealership and doing large quantities, I would suggest billing every 2 weeks or a month depending on what you work out w/ them. The paperwork invovled for billing per car would get annoying to say the least if youre doing multiple cars per day.
