Concrete on Paint, Explorer Hood w/clear coat

One of my friends has brought his explorer to me and hes about ready to cry. After driving under a under-construction bridge, he has a spot about an inch in diameter of thin hardened concrete. Its slightly shiny, not a matt finish like most conrete i've seen. Anyone know what will break this concrete down in order to remove it from the paint with the least amount of damage. Someone suggested vegetable oil or something but I've never even heard of that. I'm yet to try anything hoping to get some good feedback here. Thanks, its a new car with clear coat if that helps.
 
Wow, that's nasty. I got concrete off the bottom of a car by using paint cleaners used in body shop prep. But that might not work.
 
With some luck, white vinegar might work. If not, perhaps a decontamination system like the ones from FK or Auto Int.
 
try something like acrysolv or that type of cleaner. it won't ruin the paint if the cement hasn't. a plastic scraper or plastic razor blade may help break it off also. good luck.
 
I've never tried this stuff before, but I would order up some of this concrete remover. I had to detail a car once that had some cement spots on the quarter panel. Nothing would get it off not clay, not paint cleaner, not polish, not a scraper either. I also tried razor blades too, but they didn't get it off and then I had to polish the paint up to fix the scratches I had made with the blade. Eventually, I just had to leave it on there.
 
I actually just had to deal with this yesterday on our motorhome. Nothing worked so I just sprayed it with water and picked it off with my fingernail and since it was fairly fresh it came right off. Followed up with some 2.5 and we're good to go.
 
Thanks guys, all the help is much appreciated. I'll try the Back-Set seeing how it appears to be the safest approach as the concrete has been set, hardened and baked on due to engine heat for some time now. I'll let you know how it works if at all.

Great! I'm curious how this stuff works. I no longer detail other people's cars (except as a favor). So, I never bothered to buy any of this stuff. My car never sees concrete and basically anything that falls on the paint is cleaned rather quickly.

i was gonna mention the same product as mikeyc. i'm curious to know how it turns out, so yeah please post your results.
