Cloudy paint

Hi. On my 04 GM a area on the trunk is cloudy guess could say. It kinda comes and goes maybe bc of light. Its a blue metallic light color. I have used a clay bar and cleaner wax on it and did not help. Is there anything else can try? I looked to take a pic and did not show up like does other times. Thanks
 
On 21 year-old paint, I hate to tell you, but it might be going down...
Not knowing anything about how the vehicle lived during those 21 years, ( Inside when not driven, etc., outside 24/7, full sun, etc...) if it was in my shop and I measured the total thickness, and it was at a high level, I would experiment carefully, with a really fine polish on a little spot hopefully somewhere where it would not be too noticeable, and see if the fine polish could remove the cloudiness...

I had a new Chevrolet Truck in Metallic Blue, in one of those years back then, and the entire paint went bad fairly quick and they had to take it back and repaint it....

I agree with Stokdgs, its likely paint failure at that age, especially if it is on horizontal surfaces. 21 years out of GM paint is a fairly good run!

Is this a used truck you bought recently or something you bought many years ago?
I ask because without knowing the detailing and cleaning history of this vehicle it's difficult to tell how well this truck's paint is holding up AND if the truck was garaged some of the time or if it sat outside it's entire driven lifetime. Again, you are "inheriting" the condition of the paint from the previous owner, assuming you did not buy this truck new in 2004.
One thing I would do is try Meguiar's Mirror Glaze No. 7 Show Car Glaze on the dull areas and see if it adds some life or shine to the paint. The oils in the glaze may rejuvenate the paint, but it is only temporary, even if you wax or seal those areas. They will evaporate with exposure to the sun (heat) or get washed away with car wash soaps eventually.
GM paints (actually clear coats) are notorious for failing, even those that are meticulously cleaned and detailed, of that production time period.
