"Chemical peel" for headlights?

So I had a customer tell me that a local windshield replacement shop could do her headlights using a chemical then sanding process and that it would take 4 hours at a price of $130. Huh?
 

Sounds like a smoke screen. But I guess you could call a strong soap & APC mixture to strip wax and sealant a chemical peel....

chemical and then sanding as you said?

Then for sure they will need to compound out the sanding scratches...

I'm not too sure of the order, but it sounds as if this "chemical" would be applied first, maybe to "loosen" any debris. Then, obviously as stated, compounding. I'm going to investigate this further, maybe even go there myself and find out what the hell is being done. $130, 4 hour job for headlights sounds damn coo-coo to me.
