Can this be used as a small pc

While at Wal-mart getting a clay bar I saw a black and decker sander. It is 5.5 amps with 10,000 rpms. Above it you could buy a velcro backing with a cotton bonnet. It was only $40.

I know that it isn't as powerful as what you pros are usuing but for the proce I figure it could be a good starter. Any comments

Sorry for the typo. I should of asked if it could be used as a rotary not PC. I know PC it the name not the type of tool.
 
If you want to remove paint very fast, that's the toy you should use ;) 10.000RPM is good for working the material itself, not the paint. A rotary polisher should do no more than 2.000-3.000RPM.
