Can my paint be corrected?

The previous owner lived off of a gravel back road and the paint took a lot of damage. Here are a few pictures of what I'm dealing with.

Those white specs you see are chips and they are all over the front bumper. Is there a way to fix this without having to get the bumper repainted?

Nope. It will also need to be sanded down really well and primed to remove all the pitting.
 
Polishing will help make some of them less noticeable, and wet sanding will help with the very very shallow nicks, but the majority will not go away without a repaint. Maybe look into one of the road rash repair kits like Dr. Color Chip. It will not fill in the chip, but will help to make them less noticeable from afar.
