Can hail leave small chips?

I kept thinking I had tree sap on my windshield because everytime I drove into direct sunlight, I'd see lots of speckles all over the glass, but today I cleaned the outside of the windshield with full strength APC, claybar'ed, followed by IG, and then IG on the inside, and finally used compressed air to blow off any dust.



But of course the speckles were still there. I even tried to scratch one off with my fingernail, but nothing happened.



I can remember driving through a pretty bad pea-sized hail storm a few months ago, but the hail was pretty smooth when I picked one up. The thing that gets to me is, if this happened to glass which is fairly hard, then what about my paint! :(

This is probably just a petty issue, but I'd like to get some input as to whether or not hail can do this, because it could just be baked on sap.
 
Just what tquil says.

My car has probably thousands. Nothing improves them. And looking at them close, I can tell some are bigger than others, and are definitely little chips in the glass. Best solution for me would be new glass.

Yes those little specks are caused by tiny stones and sand grains that hit your car while you're driving. Just one more reason to have a long following distance.
