Blurry paint

My black car has some sort of embedded "sand" on the paint (especially on the horizontal plain) that causes it to look blurry. Attached is a shot of the hood reflected to lights. It wasn't there before (long before, maybe 6 months). Any idea what it can be? It looked really bad. If I touch the surface, it's smooth.

Could it be the vapor from cooking (oil, etc.) that etched to the paint? The garage is next to the kitchen with some opening.
 
What kind of vehicle?
Was there any body or paint work done recently?
What have you tried to remedy the problem?
Is the opening from the kitchen to the garage from an exhaust hood?
Where do you live?
What type of enviroment is the vehicle kept in and driven in?

It's a Honda Civic. No paint or body work ever. I bought the car new in 2003 and I don't recall seeing that blurry paint before. I'm not sure when I started to notice it. Maybe 5-6 months ago. And I have a feeling that it's getting worse. I live in a tropical country. The car is garaged at night and under the sun mostly during the day.

The kitchen and the garage are separated by a wall that only stands halfway between the ceiling and the floor. So the cooking smoke flies up freely to the garage or backwards, depending on the wind. No exhaust.

I did try to use a paint clear from Meguiar once. Didn't remove it. Well, maybe a bit, but most still there.
 
You may want to try something like Poorboy's Pro Polish or P21S's Gloss Enhancing Paintwork Cleanser.
 
Maybe you're right about the cooking vapor getting into the garage and settling on the paint. Maybe the oil/grease in the smoke/vapor from cooking has gotten on the paint and hardened. Can't really tell from the picture. Have you tried to clay it? (Try it first in an inconspicuous area to see what it does.)
 
I agree with my esteemed collegues about trying clay and a chemical paint cleaner. Another option is try a cleaner wax. If not you may want to take the car to a DC member who is a professional detailer in area if there is one.

Most auto parts stores stock Mother's pre wax cleaner or Meguiars step 1 cleaner, Body scrub or Mediallion paint cleaner.

Yes, I did clay it once and it did nothing. Let me try paint cleaner using PC when I get it. Thanks for all suggestions.
 
Its hard to tell from the picture but it almost looks like it might be very fine spider swirls. If it was something that hardened on the paint (cooling oil) it probably wouldn't feel smooth as you say it does and clay would have removed it. If a chemical polish doesn't do the trick I would say to try a mild abrasive polish like SSR1 or 2 or possibly Menzerna FP (those are my favorite). You'll need a PC to get the best results though!
