acid rain?

It's been about 4 weeks since my hood and fender on the bonneville was repainted by a body shop. Yesterday after I washed the car I noticed these water spots on the hood. These look like dried water spots that are etched into the clear. They don't come off with a normal wash, and they don't with full strength distilled white vinegar either. These spots are only on the repainted areas, as the rest of the car is fine. I took it back to show the body shop and they have no idea what has caused this. They asked if I use hard water and I said no. Besides, I've been washing this car for 5 years with the same water and no water spotting problem has ever occured. They said they're willing to buff it out for free which I'm going to have them do.



So, here's my question: Since the paint is still fresh to a point, could this be acid rain that got left on the hood for too long? It did rain last week, and the vehicle sat for 3 days before I got a chance to washing it. These spots weren't there when I first washed the vehicle 4 weeks ago. You know how you'll see this white plastic film over the hood of new vehicles when being transported at times? I thought this was not only to protect from stone chips, but from acid rain. There is an airport and a power plant in my area.
