I've never tried #81 (Hand Polish), but in the Meguiar's lexicon, "polish" means what I call glaze: oils without abrasives (if it has abrasives, they call it a "cleaner"). Meg's description of #81 says it is "a special blend of polishing oils."
Since you wouldn't be working abrasives, it sounds like a job for hand application. But if you wanted to use a PC, I would use the mildest finishing pad.
