303 does not have water protection?

I have 303 Protectant on my interior. I rolled down my window when it was raining and the water did not bead on my vinyl. 303 protectant is the only protectant that was ever used on my vehicle. When I used silicone oil based protectants on my other vehicles the water seemed to bead at least a little. There was no beading whatsoever. The water just layed there and started soaking in. Is 303 just a good UV protectant and thats all?
 
Do you remember that old expression, "Oil and water don't mix." Well that is what is happening with those cheap silicone products.
 
It is slightly resistant to water but it is water based so yes, driving your 303'd tires through puddles will wash most of it off. Other trhan that it is one of the safest, most effective protectants out there. Silicon oil based protectans aren't too good for rubber and vinyl.
