I cant seem to get the engine coolent cap off. I have no heat. Do I fill it up on the left hand side of the engine????????????? Please advise.

A friend has a 98 sunfire for 1500.00 the engine seems to bog and hesitate when excelerating, he said its the converter. Does this make sence or can it be something else? Please advise
