whats the optimal time? What would happen if I only waited an hour or so?

Should I take an special steps? I'm detailing my neighbors car and the rear bumper was repainted after an accident. There are a couple spots where the clear coat is peeling off, little quarter sized areas. Should I just run over them with the PC or tape them off?
