My car was parked on the street and another car must have scuffed the bumper. It appears as though the black scuff mark did not damage the paint below, but I was wondering if anybody has any good methods for actually removing this scuff? I thought it might simply scrape off with my fingernail...

The car is a 1993 Eclipse. The quarter panel on the right rear of the car has bubbling paint from rust and a small section where the paint is gone and the rust has come through. The whole thing is about as big as my hand. It has not physically rusted through yet, but it might be close. I...
