The cracks are coming from underneath. You can sand all day to no avail. Find a body shop if you feel it is worth fixing. Looks like it was painted prior already.

i took it in for an estimate. $300 to have the bumper removed and repainted. maybe could shop around for something cheaper but this body shop is right around the block and its a convenient location.
i got the car brand new outta the dealer. im clueless how it got so bad
