Independently both products are excellent. Powerlock is an easy product to work with and work around. I would say you would have no issue topping V7 over powerlock. If PL is freshly applied than wait 12hours before you top it with V7 or just let powerlock sit by itself until the first wash and then apply V7.

So I wouldn`t notice a difference layering the Black Light before the V7?
I have not used this exact combo but would guess it will look good and work well. Like David, I have used each separately but personally wasn`t overly impressed with BL.
Since Blacklight is more of a sealant glaze I would suggest putting the BL down first and then layering the Menz PL over top. Then use V7 after each wash as a top up.
If your going to use blacklight at all it should be before applying your first coat of powerlock.

I was always under the impression that the sealant should go on bare paint to make sure it bonds with the surface and any toppers would go over top. Does black light break that process?
BL is a sealant. From my discussion with CG employees their recommendation was BL - Jetseal - Petes 53 - V7.

BL is an all in one. It will remove your PL if you put it on first. Using your 3 products would be BL-PL-V7.

i am looking to be able to use something outside PL to use a an adder to details for customers to get a little more money from the detail and which will also yield a better end product.
i am going to notice a difference between BL+PL+V7 compared to just PL+V7?
BL can be used under or over a sealant. Although it contains mild abrasives, these only come into play when using a polishing/correction pad and some pressure. Uisngit by hand or with a soft pad(+little pressure) it will not remove a previous LSP.

You might experiment and try it under and/or over the PL...and then use HV7. See what you prefer. I`ve used BL on top of BFWD (by hand) and then used MS paste.
