Water based dressings that are silicone?

I`ve been in search of a good water based dressing that is reasonably priced, because I`m just not crazy about my current distributors product. So as I`ve been looking, I`ve noticed a lot of dressings that say they are "water based silicone dressings." What exactly does this mean? Is it water based, or silicone. I was under the impression that these are totally different forms of dressing.

Silicone can be present in both water-based and solvent-based dressings. When talking about the "base" of a product, the company is talking about the carrier or the dominant ingredient.
