you`ll probably have to use a glass polish- Duragloss and Zaino offer one
How did they get there? From sprinklers?

try plain white vinegar on a MF towel...then finish with a damp MF and dry. cheap and easy to try before buying other products.

Then I use Spot-X on really bad windows or (get it @ Home Depot with white pads)
I finish up with either Zaino and Autoglym glass polishes works great (less dust from AG more `cut` with Zaino)
Glass scrub. It is cheap at around $5. It is a tube of gel and it works wonders. It cleaned water spots right off of my girlfriends windows. Actually left them looking great too.
