    Looks like just clear coat or something similar. Maybe floor wax. I remember using something similar on a friend`s Olds Delta 88 back when Olds Delta 88`s were still on the street. He found it at Auto Zone or somewhere. It was basically floor wax you wiped on and let dry. Lasted forever. If you have total clear coat failure, it`s hard to make it look worse.

    About 20 years ago I bought a BLACK `81 Monte Carlo. After about 2 years of ownership the paint looked absolutely Horrible! GM paint of the iarly 80`s was pretty bad....



    Anyway, I was too broke for a paint job, so I bought some stuff at an autoparts store that was kind of like this. They stressed that once you applied it, DON`T TOUCH IT!



    It actually made the dull, fading, spalling paint look better.



    And you`re right, it did seem to last forever. Seems like I did that process once a year for a couple years until I sold the car.
