Can this problem be fixed? Looks like spider web under the clear coat?

Looking for a professional opinion. Working on a Porsche 911 carrera and the hood has a quarter sized imperfection right in the middle of the hood. Appears to be some spider-webbing under the clear coat. Not sure what exactly the paint has, but is this a problem with the clear coat or did something happen to the paint? Here`s a preliminary picture and will send up a few more later. What is the solution besides re-spraying the hood, which is a last resort.
