That is REALLY weird...Any closer shots of it to see what the texture of it is like?
That looks like someone put a plastic cover on a damp car or allowed moisture to get between the paint surface and the cover. Might try a heat lamp to see if that takes the moisture out from under the clear.

Agreed. Sometimes you will get a look like that with those magnetic decals you stick on the side. If you don`t have a heat lamp try parking in the sun. The black should warm up pretty good on a sunny day.

I think this probably is beyond repair. If the plastic cover theory is valid, then what we have is a water spotting issue, on steroids. Water was trapped under the plastic, superheated in the Vegas sun, and acids in the the water have etched the clear.
Wet sand maybe, but probably repaint.

Hard to tell exactly from the pictures, but could be a paint checking issue as well-no detailing solution for that.

the ended up selling the car to carmax....got 5K for it with high miles and didnt lose money on it...carmax will probably have it fixed and sell it as new...LOL
He didn`t state anything about having the car repaired, but the same thing happens when parts of the car get painted and the rest is covered with plastic. After painting the car is baked, and a paint booth reaches well over 100 degress.
That effect ussualy only settle on the top panels of the car, because the sides are blowing around from the suction of the booth.
Ussualy I can get it off with clay, or non-penatrating thinner. If that doesn`t work it has to be buffed. I`ve never had it not come off before.
