Technically the moon is rotating, it`s just doing so at a rate that makes it appear stationary to those of us here on Earth (allegedly everyone on this forum). It`s like a tire that`s not burning out, it`s most certainly rotating, but from the perspective of the road it`s just moving around.

Yeah, it`s a rough analogy, but it kind of compares. The pad is spinning as it orbits similar to how the moon (or any planet orbing another planet or the sun) spins as it orbits. The effect is more of a jiggle, but in essense it is doing the same thing the moon does only at different speeds. If someone has a better analogy that makes more sense then I`ll gladly use it.
