Pretty easy and you can customize it a bit fairly easily. Some people like wordpress
As far as a host I usually look for a reputable company that is running a deal. You can also check places like retailmenot and find a code to save a few bucks.
For more years than I`d like to admit, I developed and hosted Web Sites. So this is one area where I have very strong opinions

Find a Joomla developer - ( i can help `respec` them, if you`d like) there are hundreds of Templates available for J! that should help reduce design costs.
If you`re in business for the long haul, you won`t regret the cost.
Forgot to mention that KH very often has 10% off and the like specials, if they don`t when you`re ready to make the decision, just ask them.

My domain is through godaddy, but my hosting is elsewhere (jaguarpc maybe?). I found the godaddy hosting was really slow when you visited the page
I paid to have my site designed (see my signature). I personally found most user designed websites just have that look to it (todd`s website above is quite an exception to that and one of the better detail owner designed pages i`ve seen).
It was a solid investment but worth it for me. Paid for itself very quickly actually.
However, it was designed entirely through wordpress, which is free. If you`re handy at all with web design, you may want to check that out. I find its pretty easy to work with as far as updating stuff and there are tons of plugins available to help with the design

I am a fan of weebly. It`s just easy to use.
I host through webs.com, and used their free site builder to make my site (which is sorely in need of being updated). It looks like they have updated their prices since I signed up but they are still very competitively priced, and have a few different options available.
They have many features you can add to your site for little or no fee, as well as tons of support for directing traffic to your site, and the software to track your hits, which is very useful. I like being able to see where in the world my hits come from, surprisingly I get a lot from Germany!

If you want to build your own. I highly recommend Squarespace. Very nice features and the best DIY editor out there.
I myself created my website using iWeb and upload the finished product to 1and1 hosting.

I`ve created a website in the past and if you are looking to do your own HTML work but don`t know anything about HTML use wysiwyg (What you see is what you get). This way in the future if you want to change something you don`t have to call a builder... All you have to do is put all the pictures and lettering where you want them, then at the end it gives you the HTML code. Type your code into your host`s website and upload any pictures or sounds and your good to go.
