color sanding acyilic urethane paint

I am painting the rear lower fenders of my truck to get rid of poch marks due to stones. can i sand out light orange peel before clear coat, or should i do several clear coats and then sand and buff for mirror finish. i am new to painting so any help would be greatly appreciated
