    One thing I noticed about KC is that only about half of the people I see are wearing seatbelts. This is a huge change for me from home in Portland where the statistic in 96% for last year.

    You can fight the private property part...the seatbelt fine? Not so much so.

    A cop can do radar/lidar on private property if that specific person calls in and complains about speeding on their street or neighborhood. I asked a cop personally at my school about this question.

    In Pennsylvania, its the same, or sometimes depending on the location they will ask the property owner for permission. Local police do this alot, I have never seen a State Police on private property.
