It works once the road is already so backed up that both lanes are stop and go (also referred to the "zipper method" - alternate cars from each lane).
If the traffic is light or flowing, getting over at the last second makes everyone slam on their brakes which just causes the backup in the first place. Ripple effects, generally slower traffic now, etc.
Rant: The ones who fly up the right/left, then cut over at the last second are second only to those that drive slow in the left lane. Left most lane is a passing lane, folks. Keep it clear, or if you insist on using it as a travel lane, you better be leading the pack at a good clip. People are riding your butt because they have no other way to get around you. And, NO, passing somebody on cruise control at 0.2 mph speed difference doesn`t count as passing.
End rant. Sorry, had both of these happen on the way in this morning.

There is even a sign about the zipper method at one merge area in our area (often clogs during peak periods). It does not work much better than the usual get in any way you cab. People cannot just slip in...some drive fast to the end and then expect to be allowed in. It only takes a few over eager types to ruin a good idea.
I had the privilege to drive on I-285 north side of Atlanta on a Friday during a holiday weekend as the interstate slowing went to 2 lanes (from up to 5+) and it was a mess. The net was everyone went no where. What did not help were the coasters (those that want to go a specific speed and not brake) so it was uneven at best with large gaps between vehicles. It happened in all lanes. If everyone does not drive with the same mindset then it is gridlock.
