Start with 0000 steel wool that will remove the bulk of the rust, then any decent metal polish should do the rest. depending on how deep the rust is you should be able to get them looking good again

You should be able to use the 0000 steel wool on chrome wheels. I have done it in the past to clean stubborn stains or contaminates from the surface. Just to be on the safe side I would use it with a glass cleaner or clay lube to give you a little extra lubrication as you clean. Just remember to never use steel wool on any clearcoated or painted wheel.

I like combining 0000 Wool and Optimum Metal Polish to clean off any rust spots or pitting. Keep in mind that any heavy rust spots may have already etched into the chrome, so while you get it much cleaner, it may still have some light pitting.
