Tip 1: why bother?
Tip 2: Lower it....go racing
Tip 3: if you must do it get a cloth polishing wheel and go old school on it, i just took a wire brush to mine to knock off some corrosion and it looked fine.

Thanks for the response. It`s not my car so this is in response to a request for it to be done. I think I`ll go for #3.

My guess would be a wool ball/pad on the rotary would work.

Find a custom bike shop, take it off and give it to them to do.
wool pads via rotary, optimum metal polish is good, I also like Zephyr Pro 40 via wool. Its very dirty work, took a while to get all the black off my hands....it just kept coming off
