I dilute Meguiar`s Wheel Brightener about 5:1 so besides having a solution that works well it very economical as well.

I gotta give a shoutout to Flashwax Brown Royal. I was really skeptical at first, since it`s a highly alkaline cleaner, but it`s almost as effective as WB while being maybe a touch safer. I still wear gloves and try to avoid splatter, but this stuff is cheap, effective and dilutes well.

don`t be cheap and get a proper wheel cleaner, like Sonax Full Effect wheel cleaner. It will clean just like Megs WB, yet it is safe, while Megs WB will ruin your wheels over a long period of time...
