has anyone had this happen after wiping down taillights with an IPA?
Is that a picture after polishing? Is it possible that there are scratches that have polish embedded in them and the IPA wipe only got the surface clean?

after i was done polishing, i wiped the taillights down, then i wiped it down with an IPA and this happened. seems like the the IPA got in some cracks, but there were no cracks after i was done polishing. i was ready to clean and put a final coat on the lights, but this happened
It looks to me like you overheated the plastic when polishing. You have to be very careful on plastic substrates, that goes for bumper covers, rocker covers, etc.

Aw gee, I`m sorry to see that you just might`ve learned the hazards of IPA the hard way Alcohols can dry stuff out, that can be tough on plastics....and FWIW, IMO modern autopaint isn`t all *that* different from "plastic".
(I`m not hater of it, but it`s not something I use post-polishing either, really never use it for Detailing at all unless dealing with really trashed rubber that needs aggressive treatment.)
