You have not mentioned which wheel cleaners you have tried but if all these have failed try some brake cleaner
Brake cleaner will remove paint. Very powerfull stuff. Caution!!!
Wheel Wax did the job for me.
I`ve had good luck with both Klasse AIO and (don`t laugh) NuFinish.
It seems that both have a large amount of solvents, which aid in removing embedded brake dust. Keep in mind, that after you remove the brake dust, you may find that it has already etched the paint - meaning that it won`t be possible to return the wheel to a `like new` condition.
An additional benefit of using AIO or NuFinish is that they both leave a protective coat, making future cleanups easier.
