If you want to remove everything you might have to use something stronger like Prep-sol, depending on what you have on your car.
The alcohol wipe down is 50% water to 50% Iso. (70% rubbing alcohol or 99%) and let it dwell for 30-40 seconds and then wipe off.
Salty or any aware reader,
is prep-Sol OTC anywhere???

Alcohol solution: application and dilution
I had pretty much the same question a couples of week ago. You should read that thread, it give some good application for alcohol and how-to use it.

I use Dupont 3939S, which is basically the same thing. We have used it in the body shop for many years to remove everything on the paint before sanding. It is excellent. If you try it, use two rags: 1 for wipe down and another for removal. It dries quickly on it`s own, but the second rag is to remove anything left suspended in the solvent while still wet.
