What would be the difference, if any, in using the 2 bucket method compared to washing say 3 panels with one bucket, then dumping it out and refilling it with clean water and soap?

As far as I`m concerned, the two bucket method is where you have one bucket of soapy water, and another with straight water for rinsing.

So in your case, you would just have two soapy-water buckets.

I would prefer one rinse and one wash bucket. Even better if the rinse bucket has a GritGuard to trap the dirt at the bottom. Then the water in the wash bucket stays clean, and the rinse bucket holds all the dirt.
