I couldn`t clean bird poop off my black paint quick enough and now there are sevearl areas that are etched.
What can I do w/out the use of a power buffer to get rid of the etch.

Here is a link that describes how to do it by hand with Scratch-X:

Highly recommend Meg`s Scratch X. Use a small amount on a foam applicator pad and hand rub it in several directions. It takes a while if the poop is etched in the clear coat. I had a Suzuki (metallic black) that was really bad on the hood. I spent at least 5-6 minutes working Scratch X and it removed the offending stain.
I`ve got a couple of pic`s posted in the Meguiar`s photo gallery if you want to look.

If the etching comes back, you`ll need to neutralize the paint
