Use a wheel cleaner that is safe for all wheels such as P21S, Griots Wheel Cleaner or DP Gel Wheel Cleaner. When in doubt, check with the manufacturer of the wheel. They should be able to tell you if this is a chrome wheel.

....as expected, their website is devoid of any useful technical information and I found nothing regarding the composition of their wheels. However, they do have a "Contact Info" link right at the top of their website. As Jason mentioned, contact them about their wheels if you want a definitive answer:

    Other Links

    Gino Wheels

    Warranty Information

....you likely would have had your answer by now. Either way, products like P21S Wheel Gel (among those mentioned) has an excellent reputation of being safe for all wheel types. Having said that, if you wash your car regularly, simply using car wash soap and wheel safe brushes for agitation should be sufficient.
