I`ve used Clay Magic blue for highway paint splatter with good results. Easier when it`s fresh, if it`s been on there a while it takes some work. You can soften it up with some Goof Off or Goo Gone if necessary. Just be careful with the auto paint. Very light application of solvent restricted as much as possible to just the highway paint. DO fold the crud into the clay often. Since it`s highway paint I`d guess it`s mostly down low around the rocker panels... don`t forget to check the wheel wells.

I`d try a solvent such as WD-40 and a plastic razor. The sooner the better as the more it cures the harder it will be to remove.
I got some off with FK1119 and medium-aggressive clay.
Sprayway Industrial Strength Cleaner Wipes (SW-963) they work great.
My wife`s car has highway paint from when she bought it. I`ve tried everything from Megs red clay to solvent. The only thing that worked was a cleaners razor lubed with QD. It left micro-marring but removed the paint.
If any other suggestions work, I`d love to hear them as I haven`t finished her car yet.
