White on my rear bumper?

How do i get rid of this white stuff on my bumper in this pic. I used to work at car dealership and it had this weird fading and they sent it to a detail shop and it came back looking a million times better. Could someone give me some help with this one, thank you.

That appears to be degradation of the clearcoat. The only realistic option is to have your bumper repainted.

It looks a bit like oxidation, but it could be CC failure.

That differently looks like Clear coat (CC) Failure.

now can i touch it up by using touch up paint? Or using some clear coat? or does the whole thing need to be painted?

Probably going to need the whole bumper resprayed.

Try polishing it out, you have nothing to lose. If you don`t like the way it comes out you can always have it repainted (the entire bumper). Bumper is pastic right? Repaint needs flex additives so the paint doesn`t crack.
