Need advised in cleaning factory rims

I have the factory accord rims that came with my 2000. I normally use x brand wheel and rim cleaner. I notices that the aluminum on them is cloudy looking. Problem is there are millions of small lines instead of a smooth surface like a chrome rim. Do they make cleaner/acid that will get off years of brake dust from the back of the rims? I took one rim off and started to scrub but some came off but not completely.

Its etched in the rim so that might be hrad to remove all the dust. You cold try steam and see if that lifts the dust
