My friend`s plastic rim is scratched by snow chains. Any idea how to remove it? Does Megs Scratch X work on plastic surface? What scratch remover would you recommend?

It should clean up with some plastic polish like PlastX or you could even use ScratchX. If that doesn`t work, at least you can buy some new wheel covers.

I agree, although if you can feel the scratches with your fingernail, they`re not going to come out completely.
