What is the stuff in the Mercedes Benz label wheel cleaner. It is a blue gel, but I am not sure if it is P21S. Anyboby know? It seems to work really good.

Not sure. What I can say is that P21S wheel cleaner is geared for the higher end German cars and I believe Mercedes may have approved P21S for use on their wheels.
In case nobody else knows, this might give you some info.

The mercedes products are relabled Meguiars products.
