I am not sure if E1 is but I know that Mothers Billet and Mothers Alum Metal Polish both are.

I personally will not use a metal polish on clear coat wheels. I just think the abrassive in them are too harsh for clears. I would use a sealant like AIO on thoes wheels. If they are really dirty or pitted with dust I would use clay and then polish with something like #83 to remove heavy dirty.
