My mom has a 94 legend and the wheels have really been neglected. Is there any way to fix these without having to spend $100+ refinishing them? Here are some pics

If they`re not clearcoated - abrasive aluminum polish (I use English Custom Metal Restorer) + wool pad on either a drill or rotary. Follow up with foam + a milder polish (I use ECP showman`s blend).

Clearcoated - Try SSR 25. If that fails, melt the clear off with some sort of strong paint solvent, follow process above.

I`m pretty sure they are clearcoated...

They`re cleared.

Yes they are fixable to an extent. My moms old Astro van had rims similar. You will need to machine polish them. I did DACP with a cutting pad on the rotary @ 1500 rpm x 2 to clean up something that bad.

Good Luck.

Easy way to tell if they are cleared or not, is to rub them with any metal polish and see if the rag turns black. If the rag turns black from oxidation, they are not cleared. If they are not cleared, definitely go with the ECP metal restorer. If they are cleared, do something like what GRStilez recommended.

They`re cleared. That`s a Legend 16" wheel either LS coupe or GS sedan and they came with clear coat from the factory and that`s what they look like when they "age." Follow the heavy polishing routine that GSRstilez recommended.
