"pitt marks???" on paint?

well I got my car back from the bodyshop and theres 3 "pitt marks" on the front of the bumper right under the sign. you can tottaly see them if you know where they are! How does this occur? The body shop blamed it on me saying itw as done before even though I tottaly know it wasn`t! Main question is how do I get rid of theM? Thanks
