In detailing, the purpose is usually to use on glass to get off some of the crap you can`t seem to get off any other way (bad water spots, etc.)

you can also find the #0000 steel wool in the paint department at Home Depot.

It adds an mildly abrasive quality to products-
As Scimmia suggested use with a glass cleaner
Use with a metal polish to clean carbon deposits from exhaust pipes
Use with a wheel cleaner to remove baked on brake dust deposits
etc, etc
FWIW- the #0`s are very important, the less zeros the more abrasive
