Weird Black Stuff

On the inside portion of the door handles has an odd black growth that looks like mold. I`ve tried everything I could think of to remove it, but noting will get it all off. Anyone have ideas as to what it is, and/or how to remove it?

I`ve tried rubbing compound, QD, Bug/Tar remover, clay, simple green... nothing does it.

If you think it might be mold try some bleach.
