My dad has a black tarp over the bed of his truck. For looks I guess. The dealer told him not to use Armour All on it or any product that contains alcohol. So my question is what do you like for cleaning/protecting this exterior tarp?

If the tarp is topped with a plastic layer, I`d recommend Lexol`s Vinylex. I`ve used it on all exterior rubber and plastic cladding and on the soft tonneau that comes on some Ford Lightnings and from my experience you can expect somewhere around 4-6 months protection before another application is necessary.
